Japanese Spies is a cartoon, which appears to be, as the name suggests, about comical Japanese spies dressed in black, possibly ninjas. It was being broadcast on TV in America in the early 80s. Kyle Hyde apparently did not remember watching the show much as a child.

The player can encounter Japanese Spies by having Kyle watch the the in-game TV in Kyle's apartment. During chapter 2, the player must watch the news report about Hugh Speck at 4PM. At this time, they will automatically encounter Japanese Spies should they turn the TV on prior to turning the dial more then once. The episode displayed appears to show two cartoon men dressed all in black, in a traditional Japanese setting.
